Do I need a tourist visa to Iceland if I am Ukrainian (my passport is not biometric) with Polish residence card?

Ukranians don’t need a tourist visa for Iceland. With Polish residence card, you can move around the Schengen Area for a period of up to 90 days within a 180 days period without the need to obtain a visa. While travelling around the Schengen Area, a valid passport and valid residence card should be presented. Apart from that a health insurance document is required.
Only Ukraine nationals who hold the biometric passports are exempted from the obligation to carry a visa on arrival in Iceland for a stay of up to 90 days in all within the Schengen area. The total stay within the Schengen Area must not exceed 90 days in any period of 180 days.

You basically need a Schengen visa to visit iceland and any of the EU countries can issue a schengen visa. You can apply a visa at the nearest EU country embassy or if none is present then the EU country embassy at the nearest country.
