Travelers who present a valid international certificate for full vaccination against COVID-19, with the use of an approved vaccine, are allowed to enter Germany without an essential reason and are exempt from testing requirements. The final dose must have been administered at least 14 days before departure.
Exemptions are revoked for those who have visited a 'virus variant area' within 10 days prior to arrival. The updated list can be found at https://www.rki.de/DE/Content/InfAZ/N/NeuartigesCoronavirus/Risikogebieteneu.htm

Proof of a negative nucleic acid test, taken within 72 hours of departure, or an antigen test result, taken within 48 hours of departure, must be provided on arrival. Accepted nucleic acid tests include PCR, LAMP, or TMA.
Alternatively, those who have recently recovered from COVID-19 are exempt from testing requirements and may provide proof of a positive antigen or PCR test, taken at least 28 days before departure and not more than 180 days, on arrival.
Health documentation must be in German, English, French, Italian, or Spanish. Further details about the accepted tests can be found at https://www.rki.de/DE/Content/InfAZ/N/NeuartigesCoronavirus/Tests.html
