Uruguay travel restrictions from Canada

International travel to Uruguay is permitted for 'essential reasons' only. This does not apply to nationals and residents.

Exceptional travel

Further exemptions to the border closure may apply, including for those traveling for business or economic purposes, but a request must be submitted before the National Migration Office.
The application, and further information, can be found at https://www.gub.uy/ingresa-uruguay-durante-emergencia-sanitaria

Vaccinated traveller exceptions

Travelers who present a valid international certificate for full vaccination against COVID-19, with the use of an approved vaccine, are exempt from quarantine requirements. The final dose must have been administered at least 14 days before departure and not more than 6 months.
Vaccinated travelers must still follow all testing requirements.

Quarantine required

Travelers are required to self-isolate for 7 days on arrival and take an RT-PCR test after this period. If a negative test result is confirmed, self-isolation is no longer required. Alternatively, travelers may self-isolate for a total of 14 days instead of taking an RT-PCR test.
Those who have recently recovered from COVID-19 are exempt from isolation requirements and may provide proof of a positive antigen or PCR test, taken at least 20 days before departure and not more than 90 days, on arrival. Recovered travelers must still follow all testing requirements.

Test/medical certificate required

Proof of a negative RT-PCR test, taken within 72 hours prior, must be provided on departure.

Additional documents required

A 'traveler's health declaration' must be completed prior to arrival and foreign travelers must have valid insurance to cover all COVID-19 related costs during their stay. Travelers are encouraged to download the 'Coronavirus UY' mobile application. - Traveler's health declaration - Coronavirus UY

Vaccinated traveller exceptions

Travelers who present a valid international certificate for full vaccination against COVID-19, with the use of an approved vaccine, do not require an essential reason to enter and are exempt from quarantine and mandatory testing on arrival requirements. Vaccinated travelers must still provide a pre-departure test and may be randomly selected to be tested on arrival. Travelers are also required to have a suitable quarantine plan in place for 14 days even when seeking the fully vaccinated exemption.
Proof of vaccination must be uploaded on the 'ArriveCAN' application. The final dose must have been administered at least 14 days before departure and supporting documentation must be in English, French, or with a certified translation.
