1. Passengers are not allowed to enter.

- This does not apply to:

- passengers with a Hong Kong SAR, China passport;

- passengers with a British passport with nationality "British National (Overseas)" with the right of abode in Hong Kong SAR, China;

- passengers with a Hong Kong SAR, China "Document of Identity for Visa Purposes";

- residents of Hong Kong SAR, China with a Permanent Identity Card;

- residents of Hong Kong SAR, China with an Identity card with the asterisk, the code "A" or the code "R";

- residents of Hong Kong SAR, China with an Identity card with the code "C", accompanied by a visa;

- residents of Hong Kong SAR, China with an Identity card with the code "U". They must have a prior approval from Hong Kong Immigration;

- residents of Hong Kong SAR, China with an Identity card accompanied by a visa with "Permission to remain extended until". They must enter within the validity of the permitted stay;

- passengers with a residence or study visa issued by Hong Kong SAR, China;

- passengers who are arriving from the Mainland of China, Chinese Taipei or Macao (SAR China) and have not been outside the Mainland of China, Chinese Taipei and Macao (SAR China) in the past 14 days;

- crew members of aircraft who need to commute to and from foreign places for performance of necessary duties or crew members of goods vessels;

- passengers with a diplomatic, an official or a service passport traveling on duty;

- spouses and minor children of Hong Kong SAR, China residents.

2. Passengers transiting through Hong Kong SAR, China must:

- have a connecting flight booked on the same ticket, and

- have all the boarding passes printed, and

- have their baggage checked through until the final destination.

3. Passengers are not allowed to transit through Hong Kong, SAR China to the Mainland of China.

- This does not apply to passengers with a diplomatic passport.

4. Passengers who have been in Bangladesh, Belgium, Ecuador, Ethiopia, France, Germany, India, Indonesia, Kazakhstan, Nepal, Pakistan, Philippines, Russian Fed., South Africa, Turkey, USA or United Kingdom in the past 14 days must have:

-a medical certificate with a negative Coronavirus (COVID-19) nucleic acid test result. The sample must have been taken at most 72 hours before departure of the last direct flight to Hong Kong, SAR China. The certificate must be in Chinese or English, and have the name of the passenger identical to that on the travel document. If the certificate does not meet all the mentioned requirements, a written confirmation in English or Chinese issued by the laboratory or healthcare institution with the name of the passenger must be presented together with the certificate; and

-a letter in Chinese or English issued by the relevant authority certifying that the test laboratory is recognized and approved by the government; and

-a confirmed booking in Chinese or English of an accommodation in Hong Kong for 14 days or more.

5. Airline crew must have a medical certificate with a negative Coronavirus (COVID-19) nucleic acid test result issued at most 48 hours before departure.

6. Merchant seamen must have:

- a medical certificate with a negative Coronavirus (COVID-19) nucleic acid test result issued at most 48 hours before departure, and

- an approval letter from the Marine Department, and

- a letter of certification to Department of Health from Hong Kong.

7. Passengers could be subject to medical screening upon arrival and quarantine for 14 days.

8. Airline crew are subject to medical screening upon arrival and self-isolation in a hotel.

9. Passengers and airline crew must present a completed Health Declaration Form to the Department of Health.

10. Passengers who have been outside the Mainland of China, Chinese Taipei and Macao SAR, China in the past 14 days must have a confirmation of hotel reservation for 14 days or more. The confirmation must be in Chinese or English.

The new national security legislation for Hong Kong could be interpreted broadly. Under the law, you could be deported or face possible transfer to mainland China for prosecution under mainland law. The full extent of the law and how it will be applied is not yet clear. You may be at increased risk of detention on vaguely defined national security grounds. You could break the law without intending to. If you’re concerned about the new law, reconsider your need to remain in Hong Kong. We advise: Do not travel to Hong Kong.
