Hong Kong travel restrictions, quarantine and entry requirements in September 2023

For entry into Hong Kong

International travel to Hong Kong is permitted for vaccinated travelers. There are exemptions for citizens and residents.
It is necessary to comply with requirements to ensure entry is allowed

Vaccination required

Travelers are required to present a valid international certificate for full vaccination against COVID-19 with the use of an approved vaccine.
The final dose must have been administered at least 14 days before departure. Certificates must be in English or in Chinese.
Those who have recently recovered from COVID-19 and received one dose of vaccination, at least 14 days before departure, are also considered fully vaccinated.
There are exemptions for non-vaccinated citizens and residents.

Test/medical certificate required

Proof of a negative rapid antigen test, taken within the previous 24 hours, must be provided on departure.
Test certificates must be in English or Chinese.

Testing on arrival

A nucleic acid test will be administered upon arrival and apart from the transfer from the airport, proof of a negative test result is required to leave the place of residence.

Additional test requirements

Daily rapid antigen testing is required for the first 5 days after arrival. Additionally, travelers must undergo a PCR test on day 2.

Other medical measures

All travelers must self-monitor for 5 days after arrival.

Additional documents required

An online 'health declaration form' must be completed and the QR code generated must be presented prior to boarding and on arrival. The QR code is valid for 96 hours. - Health declaration form

Government measures

A limit on social gatherings of up to a maximum of 4 people is in place. The LeaveHomeSafe contact tracing application is required to access some establishments and facilities. Preventative health measures such as frequent hand washing and social distancing are encouraged to combat further outbreaks. We recommend keeping up-to-date with official guidelines throughout your trip.

Use of masks

Face masks are required in all public spaces and while on public transportation.

Public transport is operating as usual.

Restaurants

Restaurants are open with seating limited to a maximum of 4 people per table to allow for social distancing. Customers may be required to use the LeaveHomeSafe app for contact tracing purposes.

Bars

Bars are open with seating limited to a maximum of 4 people per table to allow for social distancing. Customers may be required to use the LeaveHomeSafe app for contact tracing purposes.

Nightclubs

Nightclubs are open with reduced capacity to allow for social distancing. Customers may be required to use the LeaveHomeSafe app for contact tracing purposes.

Shops

Shops and services are generally open with adapted safety measures in place, such as the use of hand sanitizer and social distancing. Customers may be required to use the LeaveHomeSafe app for contact tracing purposes. Further restrictions may be in place for some non-essential businesses.

On return

Vaccinations and vaccinated travel

Travelers who present a valid international certificate for full vaccination against COVID-19, with the use of an approved vaccine, are exempt from pre-departure testing requirements.
A booster dose is required to be considered fully vaccinated.
Vaccine certificates must be in English or Japanese. Certificates written in other languages are also accepted, as long as they are accompanied by a Japanese or English translation.

Test/medical certificate required

Non-vaccinated travelers are required to provide proof of a negative COVID-19 test, taken within the previous 72 hours, on departure.

Testing certificates must be in English or Japanese. Certificates written in other languages are also accepted, as long as they are accompanied by a Japanese or English translation.
