International travel to Portugal is permitted for 'essential reasons' only. Travel for tourism is not permitted. This does not apply to nationals and residents.

Exceptional travel

Exemptions to the border closure are in place for essential reasons, including travel for studies or business that cannot be conducted remotely, and humanitarian reasons. Travel for tourism is not permitted.
If another country has been visited in the previous 14 days that is considered to have a virus variant, travelers will be tested on arrival and are required to self-isolate for 14 days. The list of countries and full details can be found at

EU Digital COVID Certificate

Travelers may provide their EU Digital Certificate in paper or digital format as proof of negative test result. Health documents provided this way will not require further verification on arrival.

Test/medical certificate required

Proof of a negative COVID-19 test, taken within the previous 72 hours, must be provided on departure. Nucleic Acid Amplification Tests (NAAT) are accepted, such as RT-PCR.
Alternatively, proof of a negative rapid antigen test can be presented, taken within the previous 48 hours of departure.
Travelers may instead provide documentation of having recovered from COVID-19. This must be provided via an EU Digital Certificate or issued by a third country, under reciprocal conditions. Further information can be found at

All passengers are subject to health screening on arrival, such as temperature checks and visual assessment. Further health testing may be required for those displaying symptoms of COVID-19.

Government measures

Although restrictions are gradually lifting, they may be re-introduced at any time and preventative health measures remain encouraged. An EU Digital Certificate as proof of vaccination, negative test result, or previous recovery will be required to access some facilities and establishments or to attend events. Restaurants are open for vaccinated customers.


Bars are open for vaccinated customers.


Nightclubs are open for vaccinated customers. Nightclubs must close from January 2 until January 9, this may change at short notice.

Vaccination required

Travelers are required to present a valid international certificate for full vaccination against COVID-19, with the use of an approved vaccine.
The approved vaccines include AstraZeneca, Pfizer, Moderna, and Johnson and Johnson. The final dose must have been administered at least 14 days before departure.

Quarantine required

Travelers are required to quarantine for 10 on arrival at an approved government facility. An approved hotel must be booked before travel and proof of pre-paid accommodation must be presented on departure.

Test/medical certificate required

Travelers are required to provide proof of a negative RT-PCR test, taken within the previous 72 hours.
Travelers may instead provide documentation of having recovered from COVID-19 within 90 days of departure. This will require proof of the isolation period served from a credible institution or a fit-to-fly certificate from a healthcare provider.
